OTTAWA, ON, July 10, 2020 /NCCR / – In keeping with its commitment to fair agreements for both employees and Canadians, on July 9, 2020, the Government of Canada reached a preliminary agreement with Canada`s largest public service union, the Public Services Alliance of Canada (PSAC). If ratified, the Canadian government will have reached agreements covering nearly 60 per cent of public officials for this round of negotiations. Some employees of PA, SV, TC and EB have been awaiting their salary adjustments since November 11, 2017. Many public servants did not receive retroactive pay until September of this year, more than two years after treasury board and PSAC signed the last collective agreement in the summer of 2017. Filing your collective agreement in accordance with section 132 of the Labour Relations Act helps to improve the quality of information on collective agreements. The province uses this data to produce reports such as the Bargaining Update, which provides the public with information on labour relations and collective bargaining. Executive Order (EO) 13836, Developing Efficient, Effective, and Cost-Reducing Approaches to Federal Sector Collective Bargaining, signed by the President on May 25, 2018, requires authorities to submit any collective agreement (CBA) and its expiry date within 30 days of the effective date of the CBA. EO 13836 also requires the OPM to make these CAS publicly available on the Internet. This promotes transparency by allowing the public to consult the types of agreements between federal sector agencies and unions. Agencies are also required to file arbitral awards within 10 working days of receipt of the OPM.

The OPM has issued a memorandum on the publication of the CBA database, which contains guidelines on the filing requirements of authorities for BCAs and arbitral awards. The Labour Relations Act requires trade unions and employers to send a copy of their collective agreement to the Director of Mediation Services. .
